Jacqui Smith wants PCSO 'chimps' to get arrest powers

Weren't Police Community Support Officers (PCSOs) supposed to be there to help support ye old community? Surely not to bully filmmakers and photographers whenever they fancy. Rather disturbing that they and the regular police appear here to have no knowledge of the laws they are supposed to be upholding.
